TUZHURMATU’DA PATLAMA: 1 YARALI19 TEMMUZ 2013



Tuzhurmatu’nun El Askeri semtinde Türkmen vatandaş Hüseyin Haydar Zeynelabidin’in evine bombalı saldırı düzenlendi. 1 kişinin yaralandığı saldırı sonucu maddi hasar meydana geldi.

Patlamadan sonra bölgeye gelen güvenlik ekipleri soruşturma başlattı. Evi hedef alınan Hüseyin Haydar patlama sonucu yaralanarak tedavi edildi. Yatak odasının hedef alındığı saldırı sonucu evde maddi hasar meydana geldi.

Yaralı Hüseyin Haydar Zeynelabidin’in ile babası Haydar Zeynelabidin, Tuzhurmatu’da Türkmenlere yönelik düzenlenen saldırıları kınadılar. Vatandaşlar, Tuzhurmatu ilçesine gelen bakanlık komisyonunun bugüne kadar güvenlik anlamında gözle görülür bir çalışma yapmadığını söylediler.

The Iraqi Kurdistan parliament ratified two laws to extend the term of Iraqi Kurdistan Region President Massoud Barzani by two years, and to extend the current parliamentary session for two months. This comes amid signs indicating an objection to the decision at a time when there is talk among the three Kurdish opposition forces in the Kurdistan parliament — the Movement for Change, the Islamic Group and the Kurdistan Islamic Union — about several pressure cards that can be used in case the laws go into force, including organizing demonstrations against Barzani.

The Iraqi Kurdistan parliament’s regular session on June 30, 2013 devolved into physical fighting, with members of the three opposition blocs attacking the parliament speaker with water bottles.
The opposition forces in the Iraqi Kurdistan parliament control 35 out of 111 seats — 25 for the Movement for Change, four for the Islamic Group and six for the Islamic Union. This is compared to the 59 seats of the Kurdish bloc, which represents the ruling Kurdistan Democratic Party (KDP), led by Barzani, and the Patriotic Union of Kurdistan (PUK), led by Iraqi President Jalal Talabani.
The number of opposition MPs do not constitute the quorum required to reject the laws, whereas the Kurdish bloc was able to do so, given that laws are ratified after the approval of a two-thirds majority of MPs.

Moreover, Article 10 of the law of the presidency of the Kurdistan region of Iraq specifies, “The president of the region is authorized to promulgate laws enacted by the Iraqi Kurdistan National Assembly (parliament) within 10 days as of the date of their enactment. The president may completely or partially object to these laws and refer them back to parliament for re-examination. The parliament’s decision on these referred laws shall be deemed final.”

The focus is currently on Barzani to show his position regarding these two laws after his July 4 return from his European tour, which included stops in Russia, Romania and France. He then went to Baghdad to meet with Iraqi Prime Minister Nouri al-Maliki after a three-year rupture.
The Iraqi Kurdistan Region presidency had announced on July 1 that Barzani would express his position upon his return from his tour.

The UNARMED Turkmens are caught between hammer and anvil in northern Iraq, caught between the heavily armed Kurdish Peshmerga and Arab militias.

As long as the Arabs and Kurds compete to grab Turkmen lands the Turkmens will continue to be targeted.

Not one day passes without an attack on Turkmens in Iraq and the culprits are never found.

Nuceyfi’nin Tuzhurmatu Ziyareti ve Türkmenler İçin Yol Haritası

25 Haziran 2013’te düzenlenen bombalı saldırı sonucu Irak Türkmen Cephesi Başkan Yardımcısı ve Selahaddin İl Meclisi eski Üyesi Ali Haşim Muhtaroğlu ile Selahaddin eski Vali Yardımcısı Ahmet Koca’yla birlikte 19 kişinin hayatını kaybettiği ve 70’den fazla kişinin yaralanmasının ardından ulusal ve uluslararası medyanın gözü saldırının gerçekleştiği Selahaddin’e bağlı Tuzhurmatu’ya çevrilmişti. Yaklaşık son iki yıldır yoğun saldırıların yaşandığı Tuzhurmatu’da ilçenin nüfus çoğunluğunu oluşturan Türkmenlerin doğrudan hedef alındığı her platformda dile getiriliyor olsa da 25 Haziran 2013 saldırısında Türkmenlerin önde gelen liderlerinden biri olan Ali Haşim Muhtaroğlu’nun hayatını kaybetmesiyle Türkmenlerin tepkisi giderek yükselmiş ve Irak hükümetinin Türkmenlerin korunması için adım atmaması durumunda Türkmenlerin kendi önlemlerini alacağının tüm Türkmen partilerinin katıldığı basın toplantısında Irak Türkmen Cephesi Başkanı Erşat Salihi tarafından açıklanması, nihayet Irak hükümeti adım atmaya itmiştir. Önce Tuzhurmatu’daki durumun incelenmesi için Irak Başbakan Yardımcısı Hüseyin El-Şehristani başkanlığından Bakanlar Kurulu Yüksek Komisyonu kurulmuş ve bu komisyon Tuzhurmatu’da incelemeler yapmıştır. Ardından 9 Temmuz 2013 tarihinde Irak Parlamentosu Başkanı Usame El-Nuceyfi Tuzhurmatu’yu ziyaret etmiştir. Bu ziyaret ilk kez üst düzey bir yetkilinin Tuzhurmatu’yu ziyaret etmesi açısından önemlidir. Aynı zamanda Usame El-Nuceyfi’nin Tuzhurmatu’yu ziyaret etmiş olması, Türkmenlerle iyi ilişkilere sahip olan Sünni Arapların önde gelen liderlerinden olan Nuceyfilerin, Türkmenlere yakınlığını bir kez daha gösterir niteliktedir.

TARGETED ATTACKS ON TURKMENS IN NORTHERN IRAQ





According to the last report of the Iraqi Turkmen Front Human Rights Office in Kirkuk, there have been 68 targeted attacks against Turkmen individuals/assemblies during the last 6 months in the North of Iraq.

These attacks resulted in the death of 91 and the injuring of 609 Turkmens.

The attacks included : car bombings, explosive devices, suicide bombers, armed attacks, kidnappings followed by killings.

Beside the human cost of these attacks the car bombs have caused the destruction and damaging of 120 houses and 63 shops and businesses belonging to Turkmens.

All the above attacks have been investigated by the Police but unfortunately not a single culprit has been arrested.
