Israel and United States nuclear hypocrisy is clearly evident when one realizes the full extent of Israel's hidden Dimona nuclear weapons factory as well as the fact that Iran, unlike Israel, is a signatory to the nuclear Non-Proliferation Treaty (NPT) and has been pushing for the removal of all weapons of mass destruction across the globe: Allen L Roland

As the Obama administration lays the groundwork to isolate Iran economically from the rest of the world over that nation's nuclear program ~ don't forget that Iranian President Mahmoud Ahmadinejad has recently ordered Iran's foreign currency reserves, currently in US dollars, to be held in euros.

Press TV reports that the order was issued on September 12 following a decision by the trustees of the country's foreign reserves. An ominous reminder that shortly after Iraq announced the same move to oil payments in euros versus dollars ~ the United States attacked Iraq.

Turkish Prime Minister Erdogan recently rightfully condemned Western countries' focus on Iran's nuclear program, stressing that the world should be dealing with Israel's nuclear weapons instead. The Turkish president correctly noted that Israel has "nuclear weapons" and has illegally used "phosphorous bombs" against Palestinians in the Gaza Strip.

"If only Iran is put on the world agenda, then we may neglect other issues such as the Gaza [conflict] that should be addressed," Erdogen sarcastically commented . Upon his arrival to Istanbul from New York, Erdogen said that during his recent meetings in the UN General Assembly and the G20 leaders' summit in Pittsburg, no military option against Iran has been on the agenda.

Tehran says its nuclear program is being pursued within the framework of the IAEA and international regulations. The UN nuclear watchdog in its previous reports has confirmed that Iran only enriches uranium-235 to a level of "less than 5 percent."
Please note, Uranium, which fuels a nuclear power plant, can be used for military purposes only if enriched to high levels of above 90 percent."

And this is precisely what Israel has been doing for some time ~ while hypocritically accusing Iran now for supposedly doing the same thing.

On Sunday October 5th, 1985 ~ almost 24 years ago ~ The Sunday Times Insight Team revealed that Hidden beneath the Negev desert, a factory had been producing atomic warheads for the last 20 years. Now it has almost certainly begun manufacturing thermo-nuclear weapons, with yields big enough to destroy entire cities.

Information about Israel's capacity to manufacture the bomb came from the testimony of Mordechai Vanunu, a 31-year-old Israeli who worked as a nuclear technician for nearly 10 years in Machon 2 ~ a top secret, underground bunker built to provide the vital components necessary for weapons production at Dimona, the Israeli nuclear research establishment.
Vanunu's evidence surprised nuclear weapons experts who were approached by Insight to verify its accuracy because it showed that Israel does not just have the atom bomb - which has been long suspected - but that it has become a major nuclear power.

The tide may be changing ~ In a surprise victory for Arab states the UN nuclear assembly voted last Friday to urge Israel to accede to the Non-Proliferation Treaty (NPT) and place all atomic sites under UN inspections. Israel promptly promised not to cooperate ~ obviously with the full backing of the United States.

Amnesty International Report: Security forces above the law in Iraqi Kurdistan

Security forces in Iraq's autonomous Kurdistan Region operate outside the rule of law and regularly abuse their authority, according to a new Amnesty International report.

During a fact-finding mission to the Kurdistan Region in 2008, Amnesty International researchers found many cases of people arrested and arbitrarily detained by Asayish (security) officials, including some who were tortured and others who were forcibly disappeared and whose fate and whereabouts remain unknown. Torture methods include electric shocks to different parts of the body; beatings with fists, cables and metal or wooden batons; suspension by the wrists or ankles; beating on the soles of the feet (falaqa); sleep deprivation and kicking.

Amnesty International has called on the Kurdistan Regional Government (KRG) to hold those responsible for human rights violations to account."The Kurdistan Region has been spared the bloodletting and violence that continues to wrack the rest of Iraq and the KRG has made some important human rights advances," said Malcolm Smart, Director of the Middle East and North Africa Programme. "Yet real problems - arbitrary detention and torture, attacks on journalists and freedom of expression, and violence against women - remain and need urgently to be addressed by the government."

Hundreds of detainees who were held without charge or trial for several years have now been released but the authorities have failed to significantly curb the powers of the Asayish.

They have also failed to rein in the Parastin and the Dezgay Zanyari, the security arms of the two main Kurdish political parties - the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) - which jointly comprise the KRG. "The KRG must take concrete steps to rein in these forces and make them fully accountable under the law if recent human rights gains are to prove effective," said Malcolm Smart.

"The authorities must do more to uphold media freedom and redouble their efforts to overcome discrimination and violence against women, and end the vicious cycle of so-called honour killings and other attacks on women by men who wish to subordinate them."

Amnesty International's report cites several cases of women who were murdered by male relatives in 2008. These include Cilan Muhammad Amin, 23, who was strangled to death, apparently by her brother, because of her suspected relationship with another man.Another woman, Kowan Yunis Qadir, aged 17, was shot dead after she sought a divorce from her husband. In other cases, women and girls are reported to have committed suicide because of violence, or the threat of it, from their male relatives, including 13-year-old Rojan, who burnt herself to death in March 2008 to escape forcible marriage to an adult man."Such cases show how much more still needs to be done by the KRG authorities to give women and girls effective protection against violence from those who wish to control their behaviour or force them into marriages against their will," said Malcolm Smart. "

No effort should be spared to prosecute and imprison those who commit violence against women, and to make clear that those who perpetrate these crimes cannot escape justice.

Bu arada federal Almanya’da Pazar günü yapılan Seçimlerinde sonuçları açıklandı, Almanya Federal Seçim Komisyonundan yapılan açıklamada, Sosyal Demokrat Parti'nin (SPD) yüzde 23, Hür Demokrat Parti'nin (FDP) yüzde 14,6, Sol Parti'nin yüzde 11,9 ve Yeşiller Partisi'nin yüzde 10,7 oranlarında oy aldığı bildirildi.

Seçimlere katılma oranını yüzde 70,8 ile bugüne kadarki en düşük katılma oranı olduğu kaydedildi. Bu neticelere göre SPD, en kötü seçim sonuçlarından birini alırken, FDP ve Yeşiller Partisi seçimlerde bugüne dek en iyi sonucu elde ettiler. Alınan bu sonuçlara göre CSU ve FDP ile koalisyon hükümeti kurmak isteyen CDU'nun, bu isteğini gerçekleştirme olasılığı büyük görünüyor.

Hassani Goes after Hawrami in the DNO Dispute

DNO, a relatively small Norwegian oil company, has hit the headlines again because of its investments in the Kurdistan region. This time, the focus of attention is a three-way quarrel involving DNO, the Oslo Stock Exchange and DNO’s Kurdish patron, the Kurdistan Regional Government (KRG), with accusations from the Norwegian bourse that the KRG minister for oil, Ashti Hawrami, has been involved in non-transparent trade with DNO shares in ways that might possibly suggest corruption – a charge vigorously denied by the Kurds, who in turn have penalised DNO by suspending its Kurdistan operations and demanding compensatory measures to address reputation damage allegedly suffered by the KRG.


The current media focus on the DNO operations has in other words been caused by changes to the relationship between KRG and DNO, which normally is a quite harmonious one. It is nevertheless interesting that Baghdad politicians have lost no time in weighing in on the affair.

Yesterday, a leading member of the oil and gas committee in the Iraqi parliament, Abd al-Hadi al-Hassani from Basra, called for the formation of a parliamentary committee to investigate the possibility of unlawful involvement of a Kurdistan minister in the trading and ownership of shares in a foreign company operating on Iraqi soil.


Hassani is a senior lawmaker with the Tanzim al-Iraq branch of the Daawa party, representing the wing of the party that still remains allied to Prime Minister Nuri al-Maliki in his efforts to establish a nationalist electoral ticket separate from the new Shiite-led alliance. Iraqi media, such as the Baghdadiya television channel, have also given ample coverage to the affair.


It is uncertain whether Hassani’s intervention will prompt any kind of serious follow-up once the Iraqi parliament reconvenes on Tuesday. The national assembly already has plenty on its plate to consider, including key pieces of legislation relating to the upcoming parliamentary elections, and indeed charges of corruption or misconduct against several high officials at the federal level of government.


Nevertheless, the remarks by Hassani serve as a useful reminder of the importance of the Baghdad–Arbil relationship to foreign investments in the Kurdistan region, such as that undertaken by DNO and other international companies like Addax. So far, the debate in the international media about these investments has been surprisingly insular and Arbil-centric, and apparently oblivious to the one macro driver that seems truly significant in the long term: the changing nature of the relationship between Arbil and Baghdad.

With Iraqi nationalism on the rise since the last local elections it would be prudent of the Kurds to gradually climb down from the maximalist policies that brought DNO and other smaller foreign oil companies to Kurdistan in the first place. There may still be a role to play for foreign companies in the north, but it seems increasingly clear that any such project will need a green light from Baghdad in order to be sustainable.

Last Successor of Ottoman Dynasty Buried Yesterday

Osman Ertugrul Osman, the last member of the Ottoman dynasty who was born at the Ottoman Palace, was buried on Saturday, September 26 in Istanbul. Shahzadeh Osman passed away on Wednesday, September 23 in Istanbul.

Successors of the Ottoman family have been living in exile in the United States since 1924. The last of the Ottomans, Shahzadeh Osman, was only given Turkish citizenship in 2004 after living in exile for 67 years.

Osman Ertugrul Osman was the grandson of Abdulhamit II and the son of Shahzadeh Burhaneddin Efendi. He was born in the Yildiz Palace in Istanbul in 1912 and was sent to exile with his family in 1924.

Shahzadeh Osman first came to Turkey in 1991 after receiving an amnesty through the Ottoman family. Shahzadeh Osman was the last family member of the Ottomans who was born in one of the Ottoman Palaces before the 1924 exile. Shahzadeh was buried in Mahmut II Mausoleum where his grandfather was buried and had a funeral attended by around 10.000 people.

Last attacks targeting Turkmens in Iraq

It’s been observed that the decreasing violence at the end of the year seems to be on the rise once again in the middle of 2009. Besides that, attacks targeting Turkmens in Iraq have risen incredibly. The bombing attacks in Tazehurmatu, Karakoyun and Tal Afar within three weeks may be accepted as a clear indication of the fact that Turkmens are the only target. For this reason, the incidents targeting Turkmens must be discussed in detail. In brief, this article examines the reasons of those attacks and their possible consequences.

After the attack, carried out in Kirkuk’s Tazehurmatu district on the twentieth of June in 2009, cost more than 80 people’s lives and injured some 200 people, people in Iraq have started to be interested in violence again. It’s impossible to explain the cause of this attack targeting Turkmens by a single motivation. Because the rising violence both in Tazehurmatu and Iraq at large has become too complicated to explain by a single motivation. That’s why, in this article, we will discuss the attack targeting Turkmens in Tazehurmatu in all aspects.
Why Tazehurmatu?

According to the statistics, the incident in Tazehurmatu has been the biggest of all the attacks happened in Iraq for the last one year. There hasn’t been any incident killing so many people at once other than the bombing attack happened in Baghdad in February 2008 and cost 99 people’s lives. However, the Tazehurmatu attack gains more importance when it’s examined along with the other attacks targeting Turkmens recently.
It can be said that Turkmens are under a pressure far beyond the expectations although all the ethnic groups in Iraq have faced various kind of troubles after the invasion. In spite of the fact that there isn’t a certain campaign against Turkmens, those consecutive incidents indicate that there is a series of acts targeting Turkmens and that Turkmens are kept under a systematic and secret oppression.
When we consider the attack in Al-Vahde (Tal Afar) in 2007, another one in Amirli (Tazehurmatu) in 2008 and the last one in Tazehurmatu in 2009 together, we see that almost every year, there is a big attack against Turkmens. Most of those attacks have happened just before or right after the important developments in Iraq.
Below are the reasons why Tazehurmatu has been chosen as a target:

- Since the day when “disputed regions” concept appeared, there have been bloody attacks, emigrations, pressures and struggles for power share in the region extending from the west of Mosul to the east of Diyala. In a sense, those “disputed regions” define the borders of the Kurdish Regional Government in Northern Iraq and an important number of Turkmens live there. After the discussions over the fact that the disputed regions involve certain parts of Tal Afar, Kirkuk, Tazehurmatu and Diyala and that the matter will be handled according to the UN report, bombing attacks, kidnapping events, assassinations and political pressures have risen in those regions. For that reason, the Tazehurmatu incident shouldn’t be examined alone; it must be seen as a series of incidents regarding the geographical region where it is located. In this context, the comments of some Turkmen local authorities - that the tension starting with the prohibition of Kurdish political parties in Tazehurmatu has caused the district to become a target- aren’t too far away from the reality.

The census expected to be made in October 2009 is as much important as the “disputed regions”. After the invasion, the demographic structure in almost every Turkmen region has been tried to be changed. When this has become impossible in some instances, the Turkmen identity has been tried to be wiped out by various pressures. The Tazehurmatu incident should also be considered from this point of view. There are several means of pressure in order to frighten people and prevent them from revealing their own identities. One of these means may be the violent incidents.

- One of the most important reasons of the Tazehurmatu attack is the problem concerning Kirkuk. After the cancellation of the Article 140 in Iraq and then the failure of the Article 23 Commission which has been set up to find a solution to the problem in Kirkuk, the tension has climbed up. On the one hand, the try for giving Kirkuk a special status before the general election; on the other hand, the rift between Arabs and Turkmens in the city make the situation in Kirkuk more problematic. It’s seen that the Iraqi Kurdish groups in the control of the city don’t want to lose the advantage they have taken during the post-invasion period. Although the demographic structure of Kirkuk has been changed to a great extent, still half of this city is composed of Arabs and Turkmens. That’s why maintaining the status quo in Kirkuk is impossible by ignoring their presence. What’s more, other provinces of Iraq give a lot more importance to the Kirkuk problem, as well; regardless of the ethnic and sectarian discrimination, all Iraqi people want Kirkuk to remain a province of the central government and they oppose its becoming a part of the Kurdish Regional Government in Northern Iraq.
As this situation is clearly seen from Maliki’s attitudes, the Iraqi National Assembly took up its position as well on 22 July, 2008. Particularly in recent years, the opposition of Shiite-Arabs against the extreme demands of Kurds concerning Kirkuk is an important matter. The disputes over Kirkuk and the rising tension increases violent acts in the city and produce a suitable ground for a domestic conflict triggered by evil-minded people.

- One of the reasons why Tazehurmatu has become the target is the developments in Iraq at large. The ones who want to increase the tension in Iraq before the elections have speeded up their provocative actions in order to climb up the Sunni-Shiah conflict. The shortest and direct way to trigger the tension again in Iraq, where an extensive Sunni-Shiah war took place between the years 2005-2007, is to provoke this rift. The groups following conflicting policies, especially the ones who couldn’t get what they wanted during the political process in Iraq; old partisans of Baath who were tricked with unfulfilled promises and the Al-Qaida trying to get stronger, continue to target the Shiites in Iraq.
When we observe the acts in Iraq recently, except for the ones targeting directly the police and military forces, all the victims of large-scale attacks are Shiites. Therefore, the actions in the controversial regions are focused on Shiite-Turkmens because of being a Shiite and a Turkmen at the same time. Usually, nobody takes responsibility for those attacks and Al-Qaida is said to be responsible. When we take into consideration the actions and policies of Al-Qaida concerning the Shiah and the Iraqi Shiites, it is hard to say otherwise. However, it isn’t true to put the blame on Al-Qaida after every striking and unknown act. As a matter of fact, it’s seen that Al-Qaida doesn’t claim responsibility for the incident in Tazehurmatu although it has claimed so for many others in Iraq so far. It shouldn’t be forgotten that certain organizations or groups under cover of Al-Qaida plan attacks targeting Shiites in Iraq and that later they put the blame on Al-Qaida. The emphasis on the necessity of making the Turkmen settlements (such as Tazehurmatu and Tal Afar) a province may be regarded as one of the dynamics causing the attack. Those suggestions have the political potential of affecting the political structure on the Mosul-Diyala line radically.

- The process of U.S. troop withdrawal from Iraq affects mostly the timing of the Tazehurmatu incident. The process of gathering the U.S. soldiers in military bases has to be completed on the thirtieth of June. That process has triggered many factors in Iraq. Kurdish groups perceive the U.S. troop withdrawal as a new threat targeting their authority, because they believe that the Iraqi army will set foot on certain regions and that they will lose their power after the withdrawal of U.S. troops. On the other hand, both the Iraqi Government and some resisting and terrorist groups see the withdrawal of U.S. troops as an opportunity. The Prime Minister Maliki wants to continue his role of providing security by showing that he is powerful enough to maintain security in the cities from which U.S. troops withdrew and to increase his political success by that means. For that reason, he may plan interfering in problematic and conflicting regions immediately and so show off his power. However, insurgents and terrorist groups may also consider retaking the military and physiological advantage during the process of U.S. troop withdrawal and so preparing for the post-withdrawal period. They may be thinking that the Iraqi army won’t be able to stop them and that they will get the edge over in field without the U.S. support. Although Maliki government can suppress the acts with the help of the USA, resisters will still be advantageous, because they will show that Maliki isn’t able to provide security only by himself. This situation may cause both the USA and the Iraqi political groups to change strategy. Therefore, within this period, a rise in conflicts is expected. Those conflicts are likely to target Shiites especially in regions such as the Mosul-Diyala line where they can spread right after the start, the Kurd-Arab-Turkmen conflict area, Baghdad and Diyala.

The Facts Uncovered with the Tazehurmatu Incident And The Expectations for the Near Future

Unfortunately, the incident in Tazehurmatu indicates that the attacks targeting Turkmens will never end. In this context, it’s meaningful to choose such a calm and insignificant city as a target since the Iraq invasion. The testimonies of some innocent Turkmen victims after the attack- that they weren’t engaged in any acts and that they couldn’t understand why they were chosen- are the proof of the unsafe situation in every part of Iraq. Within this context, similar incidents may happen in Kirkuk, Tal Afar, Tazehurmatu and Diyala’s Turkmen-populated sub-districts such as Karatepe, Celevle and Mandali in the near future.

It can be said that the pressures over the problematic regions will rise and that those pressures will focus on Turkmens as the day for the census is getting closer. For Turkmens, the biggest population after Kurds and Arabs in Iraq, the most important opportunity to demonstrate their presence is the census. But, it’s seen as a threat by certain groups since the places which cause problem between the Iraqi Government and the Kurdish National Government in Northern Iraq, are mostly populated by Turkmens. The Turkmen presence, becoming a power share conflict in those regions, carries new risks for Turkmens.

How to Read the Last Attack in Tal Afar?
The incident in Tal Afar on the ninth of July, 2009 shows that the pressure and fear process targeting Turkmens still goes on violently than ever. Over 125 people died and almost 300 people were injured in three bombing attacks in Tazehurmatu (Kirkuk), Mosul and Tal Afar within three weeks. All the victims killed in those three attacks were all Shiites. The attacks seem to be related to the withdrawal of U.S. troops, revival of the Sunni-Shi’ah conflict and problem of the stability in the controversial regions.

Mosul’s district Tal Afar and Karakoyun village have been attacked consecutively after the Tazehurmatu attack. The attack in Tal Afar was organized by two young people in Kale region. In order to cost many lives, the second attack was carried out right after the first attack which gathered many people on-scene. The attackers are known to be close to Al-Qaida. In the report which was published by ORSAM, some people who were engaged in attacks in the past are said to be still living in Tal Afar. However, it’s been thought that those people stay away from the attacks for the time being. The actors of the attack are from Tal Afar and this situation may scare the people that old days have come back. Nonetheless, it can be said that Tal Afar people won’t be provoked by those agitations and that they will try to avoid a cycle of violence triggered by this attack.

The other incident happened in Karakoyun village, Mosul, on the eighth of July, 2009. An attack was carried out to the Shiite mosque in Karakoyun where Turkmens live mostly. 7 people died and 11 were injured. That day, 12 people died and 28 people were injured in another attack in Baveza village where Shebeks live. This village is very close to Karakoyun.

When the developments after the Tazehurmatu attack and successive bombing attacks have been considered, we get a picture like this:
- On the line called the “disputed regions” extending from the northwest of Mosul (Tal Afar) to Tazehurmatu in Kirkuk there have been several attacks. Turkmens live mostly in those regions. Except for the one targeting Kurds in Kirkuk, all the other attacks have targeted the Shiites (especially Turkmen ones). Recently, there have been attacks in Baghdad as well. The target of those attacks was Shiites again. Therefore, it can be said that a campaign has been launched in order to increase the pressures over Shiites and trigger a new period of conflicts. Almost all the inhabitants on this line are Turkmens, so they become the target. The apparent dimension of those attacks is the motivation to provoke the Sunni-Shiah conflict. As a matter of fact, the attacks have happened right after Abu Omar al-Baghdadi’s statement, an important leader of Al-Qaida, that they will increase the resistance. As you see, all grounds for triggering the conflicts are produced. Every city is under danger from a calm place like Tazehurmatu to a place that went through important conflicts in the past, but has calmed down today like Mosul. If a sectarian conflict is aimed or the tension is tried to be increased by sectarian divisions and a fait accompli is being planned; then the possibility of attacks targeting Shiite-Turkmens especially in the controversial regions is very high.

- The general security situation in the country deteriorates during the process of U.S. troop withdrawal. Similar incidents have been seen in Nasiriye, Baghdad and Hilla although it was limited to a few regions in the past. It can be said that the credibility and competence of the Iraqi army will be questioned during the U.S. troop withdrawal since people already have doubts about them. Furthermore, there may be rumors that the Iraqi army is ineffective in its own regions and so, they should cooperate with local powers.

- Every other day, Maliki’s government is getting into trouble a little bit more in Baghdad since they couldn’t solve the serious problems with the Kurdish Regional Government in Northern Iraq and aren’t able to integrate Sunnis into the system. Being in a tight corner because of the political problems, Maliki isn’t able to stop new attacks, most of which target Shiites. Therefore, he may fall out of favor among Shiites. For that reason, if the Iraqi Government can’t change the course of events, it may lose the advantage concerning security and stability.

Conclusion

As the last incident has indicated, Turkmens are one of the most vulnerable communities of Iraq. Since they don’t have a self-security mechanism, they are open to any kind of attack and they are the potential targets. The formation of solutions like “Awakening Forces” with the help of the Iraqi Government, at least in certain parts of Iraq where Turkmens live mostly may contribute to the protection of Turkmens.

Finally, we have to revaluate the Turkmen matter in terms of Turkey’s agenda. Having taken the conscientious responsibility in the Middle East, Turkey should show the same sympathy for the incidents in Iraq as it showed for the ones in Gaza. Turkey sent humanitarian aid to the region right after the Tazehurmatu attack and has become the first country to give a helping hand to Turkmens. The importance of those aids is great as they show that Turkmens aren’t alone. However, those incidents don’t take much place in Turkey’s agenda; in addition, the problems and pressures Turkmens face don’t have the necessary press coverage they deserve.

PM Erdoğan set to visit Iran, Iraq

Turkish Prime Minister Recep Tayyip Erdoğan said he will visit neighboring Iran and Iraq as the Turkish government tries to cast itself as a regional troubleshooter.

The prime minister said he would visit Iran in October or November after meeting with the Islamic country’s hard-line President Mahmoud Ahmadinejad during the United Nations General Assembly meetings held in New York.

“We have given our messages regarding Iran in the United Nations Security Council,” Erdoğan told reporters late on Thursday. “We will now pay a visit to Iran by the end of October or in November. Then, we will have the chance to discuss these issues in more detail.”

Erdoğan’s announcement came as Iran admitted on Friday to building a second uranium enrichment plant, just days before it meets six world powers for talks on its disputed atomic drive. The revelation, coming just ahead of the Oct. 1 talks between Tehran and the so-called P5+1 of Britain, China, France, Germany, Russia and the United States, is likely to fuel fears about the true nature of the Islamic republic's nuclear program.

The Turkish prime minister said Turkey had already laid down its opinion regarding the prevention of dissemination of nuclear weapons, adding that it would continue to express this sensitivity in bilateral talks from now on.

Iraq visit
Later on Friday, Erdoğan told journalists during the G-20 summit in Pittsburgh that he also has plans to visit Turkey’s war-torn neighbor, Iraq, next month. “We will visit Iraq mid-month,” he said.

Turkey, a NATO member and a candidate for EU membership, has in recent years focused on boosting its political and economic cooperation with Middle Eastern countries and sought to set itself up as a broker in regional conflicts.

Last month, Turkey tried to reconcile Iraq and Syria after they withdrew envoys over Baghdad's allegations that Damascus was sheltering insurgents. Turkish Foreign Minister Ahmet Davutoğlu met with Syrian President Bashar al-Assad and Foreign Minister Walid Muallem in Damascus, and then held talks with Iraqi Prime Minister Nouri al-Maliki and Foreign Minister Hoshyar Zebari in Baghdad.

Relations between Iraq and Syria deteriorated after Baghdad alleged that Damascus was harboring the leaders behind one of two devastating truck bombings that killed 95 people and wounded about 600 in the Iraqi capital on Aug. 19.

ÇOK KUTUPLU DÜNYA VE TÜRKMENLER

İran’ın elinde bulunan uzun menzilli füzelerin Doğu Avrupa’yı tehdit etmekte olduğuna ilişkin bilgiler, CIA tarafından yalanlandı. CIA, İran’ın elinde uzun menzilli değil kısa ve orta menzilli balistik füzelerin bulunduğunu bir raporda açıkladı. Bu bilgilere dayanarak ABD Başkanı Barack Obama, Polonya ve Çek Cumhuriyeti’nde yerleştirilmesi planlanan “Füze Kalkan” projesinden vazgeçtiklerini açıkladı. Konuyla ilişkili bir başka gelişme, 2009 yılının Ekim ayında, BM Güvenlik Konseyi’nin daimi üyeleri ve Almanya tarafından gerçekleşecek toplantıda, İran’ın nükleer çalışmalarının ele alınacak olmasıdır. Toplantıda, İran tarafından BM’nin Güvenlik Konseyine sunulan öneriler tartışılacaktır. Eğer bir çözüm bulunamazsa, İran’a uygulanan ambargo daha da sıklaştırılacaktır. Bu bağlamda, ABD, Fransa ve İngiltere, İran’a yönelik uygulanacak müeyyidenin yürürlüğe girmesi için Rusya ve Çin’i ikna etme çabalarına girdiler. İran ve İran’ın stratejik müttefiki olan Suriye ile geniş çapta ekonomi ve askeri işbirliği içerisinde olan Çin, bölgesel müttefiklerini değiştirmeye yanaşmayacaktır. Rusya ise, İran ve Suriye’ye gelişmiş hava savunma sistemlerinin satılmasına sıcak bakıyor. İsrail bu gelişmeden kaygılıdır. Nitekim Moskova’yı ziyaret eden İsrail Başbakanı, ülkesinin bu konudan duyduğu rahatsızlığı dile getirdi. Rusya’nın İran’ın nükleer çalışmalarına katkıda bulunmaması durumunda İsrail, Rusya’da gerçekleşecek barış anlaşmasının başarıyla sonuçlanmasını sağlayacaktır. Bu bilgiler, gerek Benjamin Netanyahu gerekse Şimon Peres’ın Rus yetkilileriyle görüşmesinden basına sızan bilgiler içerisinde yer almaktadır. Ancak Rusya’nın bölgesel stratejik çıkar ve nüfuz alanını teşkil eden İran ve Suriye ile olan ilişkisini sekteye uğratıp bölgedeki çıkarlarından ödün vermeye pek niyetli olmadığı görülüyor. Ayrıca, Rusya’nın Putin’i tek kutuplu bir dünya yerine çok kutuplu bir dünya olması için gayret gösteriyor ve Rusya’nın dünyadaki eski yerine kavuşması için gayret sarf ediyor. Rusya’nın, İsrail tarafından İran nükleer tesislerine yapılacak muhtemel saldırıya karşı olduğu da biliniyor. Bu bağlamda, önce okyanusta kaybolan ve daha sonra bulunan Arctic Sea isimli Rus yük gemisi üzerinde yapılan spekülasyonlardan biri de İran’a silah taşıması ile ilgiliydi.

Küresel Nüfuz Kavgası

Dünyanın en önemli yeraltı zenginliklerine sahip olan bölgeler üzerinde egemen olma çekişmesi son dönemde ABD ile Rusya arasında açık bir şekilde yaşanmaktadır. Güney Amerika ve Kafkas bölgesindeki gerek ABD gerekse NATO güçlerinin artan varlığına karşı Rusya, ABD’nin bölgedeki varlığını çevrelemek ve etkisini azaltmak için bütün askeri ve ekonomi gücünü kullanmaktadır. ABD’nin Gürcistan ile yakınlaşması, Orta Asya’da üs arayışı ile Latin Amerika ülkesi olan Kolombiya’da askeri üs kurmasına karşılık Rusya, Güney Osetya ile Abhazya’nın bağımlıklarını tanıdı ve Gürcistan’a karşı onlara askeri yardımda bulundu. Ayrıca Rusya, Hugo Chavez ile askeri işbirliği anlaşması çerçevesinde Venezuela’ya gelişmiş füze verilmesini kararlaştırdı. Yakın gelecekte, askeri denge sağlamak maksadıyla Venevuela’da Rus üslerinin kurulması da söz konusu olabilir. Bu gelişmelere paralel olarak, Türkiye, İran ve Suriye’nin yakınlaşmasını veya birbirleriyle ekonomik işbirliği yapmalarını engellemek üzere yapılan hareketleri dikkate aldığımızda, de facto olarak yeni bir soğuk savaşın şekillendiği ve tarafların da belirmeye başladığını söyleyebiliriz.

ABD’nin Çek Cumhuriyeti ve Polonya topraklarında kurulmasını planladığı Füze Kalkan projesinden vazgeçmesine karşın Rusya, Kalelingrad bölgesinde yerleştirilmesini planladığı S-500 Füze Savunma Sistemi projesini iptal etti. Başka bir deyişle, ABD ve Rusya tarafından kontrol edilen dünya satranç tahtasındaki oyunda, birbirlerini köşeye sıkıştırmak için hamleleri çok dikkatli kullanıldıkları anlaşılıyor.

“En Büyük Aldanma Başkalarını Aldattığını Sanmaktır”

1980 yılında başta rahmetli Albay Abdullah Abdurrahman ve rahmetli Necdet Koçak olmak üzere Türkmen lider kadrosunun idam süreci başlatıldı. O tarihten bugüne dek olan süre içerisinde, Türkmen toplumuna yönelik yıldırma politikasına karşı strateji üreten ve uygulayan bir Türkmen liderin çıkmaması nedeniyle, Irak Türkmenleri hem uluslararası hem de ulusal platformda hak ettiğini alamadı. Dahası da son yıllarda yaşanan içe dönük mücadeleler, Türkmen toplumunu kavram anarşisi içine doğru itti. İçine itildikleri kaosta, neyin doğru neyin yanlış olduğu belirsiz olan bir tablo ortaya çıktı ve sebep-sonuç ilişkileri irdelenemez konuma gelindi. Ancak, Irak Türkmenlerinin, uluslararası siyasal denklemin doğru yerinde olmasını gerektiren bu gelişmeler karşısında Irak Türkmen siyasetçileri, ulusal çıkarlarını, hem karşı tarafa düşmanlık etmeden hem de teslimiyetten uzak duracak şekilde, akılcı esaslar temelinde yürütebilmeli, koruyabilmeli ve kollayabilmelidir. Irak Türkmen lider ve siyasetçilerinin, elde edilmiş hakların korunması için de çaba sarf etmeleri ve uygun zaman, imkân ve ortama bağlı olarak gerçekleştirilebilecek milli hedeflerini belirlemeleri gerekir. Koltuk sevdasına kapılmamalı ve gerçeklerden uzak, hiçbir anlam ifade etmeyen içeriksiz söylemlerden vazgeçmelidirler. Türkmen davası içerisinde tabanı, yeteneği ve toparlayıcı görüşe sahip olan kişilerin önünü tıkanmamaları, aksine desteklemeleri gerekir. Türkmen meselesi, ancak böylesi bir yaklaşımla, dünyada ve Irak’ta hak ettiği doğru yeri bulacaktır. Öte yandan, Kerkük merkezli Irak sorununa bölgenin en önemli ülkesi olan Türkiye’ye rağmen ya da bir diğer ifadeyle Türkiyesiz bir çözüm bulunması imkânsız görünüyor. Bölgede çözüm arayan hiçbir gücün Türkiyesiz bir çözümün mümkün olmadığını unutmaması gerekir.

“Giresun Üniversitesi, son bir haftadır, tarihi Doğu Türkistan topraklarından olan Çin Halk Cumhuriyeti’nin Uygur Özerk Bölgesinde yaşanan, Uygur Türkleri’nin maruz kaldığı insan hakları ihlalleri ile; son bir aydır, Irak’ta (özellikle Irak’ın kuzeyinde) Irak Türkleri’nin (Türkmenler’in) yerleşim yerlerinde veya yoğun olarak yaşadıkları yerlerde (Bağdat, Musul, Kerkük, Telafer ve Tazehurmatı’da) Irak Türkleri’ni hedef alan insanlık ve hukuk dışı saldırıları, endişe ve derin üzüntü içinde izliyor.

Ulusların sahip oldukları medeniyet mirasının düzeyinin, günümüzde, toplumsal barış, tahammül, adalet ve insan haklarına saygı konularındaki tutumları ile belirlendiği (ölçüldüğü) unutulmamalıdır.

Aynı şekilde, son bir ay içerisinde, çoğu Irak Türkleri’nden olan yaklaşık 480 kişinin hayatını kaybettiği ve yaklaşık 1200 kişinin yaralandığı Irak’taki olayların, demokrasi, insan hakları, hukukun üstünlüğü ve özgürlük gibi evrensel değerlerin savunuculuğunu yapan ülkelerin ve sınır tanımayan sivil toplum kuruluşlarının gündemine konu olmaması ve bunların bu olaylara ilgisiz kalması düşündürücüdür.

Bütün Türkmen Siyaset ve Dava Adamlarının Dikkatine

Bilindiği gibi Türkmen toplumu, 2010 Ocak ayında genel seçimlere katılacak ve Irak’taki siyaset yarışında yerini alarak önemli bir sınav verecektir. Önümüzdeki süreç bu bakımdan önemli bir zaman dilimi olarak değerlendirilmeli ve bu dönemde hem halkımıza, hem de yarışa giren siyasetçilerimize moral ve ümit vermeliyiz.

Bu noktayı göz önünde bulundurarak bütün Türkmen siyasetçileri, parti yöneticileri, fikir ve kültür adamları, el ve gönül birliği yapmalı, birbirilerine karşı kırıcı demeç, yazı, görüş ve bildiri yayınlamamalıdır.

Birbirimize karşı olan eleştirilerimiz varsa, bunları kendi aramızda yapmalıyız. İhtilaflı görüş ve eleştirilerimizi yazılı ve sözlü medya önünde kesinlikle yapmamalıyız. Özellikle seçim döneminde Türkmenlerin izleyeceği stratejiler de alenî olarak ortaya atılmamalı, seçim sonuçları alındıktan sonra uygulanmış olan taktikler ve stratejiler medya önünde tartışılmalıdır. Çünkü alenî biçimde ilan edilen stratejilere karşılık, Türkmenlere rakip olan diğer siyasî odaklar da karşı önlem alabilir ve Türkmen siyasetçilerinin uygulayacağı stratejik taktiklerin önünü kesebilirler.

Türkmen davasına gerçekten gönül verip hizmet yapmak isteyen bütün dava arkadaşlarımızdan, aralarındaki sorunları ve ihtilafları medya önünde değil, kendi aralarında yapacakları toplantılarda değerlendirmelerini ve tartışmalarını rica ediyor, en azından Türkmen toplumunun seçimden selametle ve olumlu sonuçlarla çıkacakları seçim gününe kadar, böyle bir centilmenlik antlaşmasına riayet etmelerini Türkmen toplumu adına istirham ediyoruz.

HÜKÜMETİN; Kürt kökenli vatandaşlardan Ermenistan'a, Kıbrıs'tan Fener Rum Patrikhanesi'ne kadar çeşitli konularda yaptığı açılımlar tartışılırken, Türkmen soydaşlarımız da seslerini yükseltti. Tercüman'a beklentilerini anlatan Irak Türkmen Cephesi (ITC) Türkiye Temsilcisi Sadun Köprülü, "TRT, çeşitli dillerde yayınlar için çalışma yapıyor.



Dilimizi, kültürümüzü, tarihimizi yansıtabilmek amacıyla Türkmenler için de bir kanal açılmasını rica ediyoruz. Common Ground in Kurdistan

Not many businessmen cite safety as the biggest attraction of investing in Iraq. But for Maaruf Ataoglu, owner of an Istanbul-based restaurant and construction group, Iraqi Kurdistan is a haven.

An ethnic Kurd, Ataoglu first came to the region in 1992, when he was involved in pro-Kurdish politics in Turkey. In 2004, urged by Jalal Talabani, now the Iraqi president, he returned to invest more than $5m and open what was then Suleimaniya’s most sophisticated restaurant. But the connection with Talabani caused him difficulties in Turkey. When rebels from the separatist Kurdistan Workers Party (PKK)mounted a murderous cross-border attack on Turkish soldiers, he faced accusations of channelling funds from Talabani to the militants.

“We faced many problems in Istanbul because of that news. People shot at me, there were many bullets in my car. Because of these problems, we’re in Kurdistan and feel free. It’s dusty and there’s no electricity - but there’s no fear of attacks,” he says with a smile.

While Ataoglu is far from typical, the landlocked Kurdistan region has always looked to Turkey as its main trading partner - even though the PKK’s presence in Iraq’s northern mountains still clouds relations between Ankara and Erbil. In the past, trucks bringing in food and textiles would return with a hidden tank of smuggled “mazout” fuel.

Now, Turkey’s Genel Enerji has begun pumping oil out of the region in partnership with London-listed Heritage Oil - and the trucks queuing at the Habur border are loaded not just with food, but with Beko-branded fridges and nearly new white jeeps. Turkish ministers, lobbying for big businesses as they pursue closer relations with the federal government, say the volume of cross-border trade with Iraq could pass $10bn this year.

But Safeen Dizayee, spokesman for the Kurdish Democratic party, points out that economic integration “does not mean flooding our markets with Turkish goods - we want to export something too. We want to rebuild infrastructure, but we also want investment.”

Thanks to Kurdistan’s relative security, growing numbers of businessmen are now willing to stay and invest. On one Erbil street, a Turkish-run furniture store adjoins a Turkish clinic and a string of kebab restaurants.

But the real money is in construction, where Turkish groups’ engineering expertise - and familiarity with difficult environments - is standing them in good stead. Many Turkish engineers working on projects have come from tougher posts in Kabul. Site managers say Turkish labourers, often ethnic Kurds, do not demand higher wages to work in conditions comparable to home - and freely admit they can undercut US companies that have more elaborate safety standards.

They are also phlegmatic about corruption and price fixing that drive up costs, comparing cement prices of $45 a tonne in Turkey with the $120 charged locally. Some see a presence in the region as a base to expand into the rest of Iraq, should conditions improve.

But Tepe, one of Turkey’s biggest construction groups, which withdrew from the rest of Iraq after some of its workers were killed. It is now building a school in Suleimaniya, Iraqi Kurdistan’s second city, and eyeing lucrative opportunities in thermal and hydropower. It is also building a school modelled on Ankara’s exclusive Bilkent university on the outskirts of Erbil - a $45m act of philanthropy by Ihsan Dogramaci, Tepe’s owner.

Dogramaci is a Turkmen born in Erbil when the city was still within the Ottoman vilayet, or province, of Mosul. Such historical links - and continued tensions over the PKK’s presence - mean economic relations between Turkey and Iraqi Kurdistan have always been about more than just profit. But the mutual interest now is strengthened by Turkey’s need for Kurdish oil and gas - while the Kurdish regional government’s disputes with Baghdad, and sense of vulnerability as US troops pull out, makes it more reliant than ever on Turkey as a friendly neighbour and a route for oil and gas exports.

The result has been to transform political ties. Less than two years ago, the Turkish army sent tanks over the border to hunt PKK militants sheltering in the Qandil mountains. Now, officials meet, both sides join with the US in formal co-operation on intelligence, and Turkey’s government is planning to extend rights for its own Kurdish citizens - an initiative that offers the best chance in years of ending PKK violence.

Talabani gave an interview last month calling on the PKK to lay down arms.

Turkey does not recognise the Kurdistan regional government, and on principle directs its diplomacy through Baghdad - but the question now is how its economic ties with the north could alter the delicate balance between the Kurdish and federal authorities.

Joost Hiltermann, deputy programme director at the International Crisis Group, says Turkey’s main concern in Iraq is to hinder Iranian influence - but adds that it is “hedging its bets and playing both Erbil and Baghdad” as a split looms. A recent ICG report, which raised hackles on both sides of the border, suggests Ankara “is encouraging the Kurds to dream that an economic union is in the offing”.

Armili, about 100 miles (165 kilometers) north of Baghdad, is a town of about 26,000 people — most of them Shiites from Iraq's Turkomen ethnic minority. More than 100 people were killed in 2007 when a suicide truck bomber targeted a town market there.

Insurgents in northern Iraq, who have maintained a stronghold in the city of Mosul, have frequently targeted ethnic minorities in recent weeks. Many of the attacks have hit remote villages and towns like Armili that often depend on a small security force for protection.

Cumhurbaşkanı Gül yemekte yaptığı konuşmada, Irak'ta kötü günlerin geride kaldığını bildirerek, uzun yıllar büyük sıkıntılar çekmiş bir toplumun mensupları olarak Irak Türkmenleri'nin bundan sonra huzura kavuşmaları dileğini ifade etti. Bu bağlamda Türkiye'nin Irak'ın bütün katmanlarına yardım eli uzatmasından daha normal bir şey olmayacağını kaydeden Cumhurbaşkanı Gül, Irak Türkmen Kanaat Önderlerine, "Sizleri birlik ve beraberlik içinde görmek en büyük arzumuzdur" dedi.

Turkish President Abdullah Gul met with Iraqi Turkmen leaders on Thursday during an Iftar. Gul stressed his country’s keenness on Iraq’s unity and support to the political process.
Turkish President underlined as well the importance of Turkmen’s unity and the necessity to find best means in order to promote their role in managing the country.
Turkmen leaders pointed out to the importance of the political situation in Iraq in general and their situation in particular highlighting upcoming elections and preparations thereto.

KERKÜK AÇILIMI NEDEN YOK…!?

Bu günlerde Türkiye’mizde açılan açılana, saçılan saçılana, bir hengamedir gidiyor ve sonu nereye varacak o da bilinmiyor.?

Ancak buna benzer bir açılımı komşumuz Irak 1958 yılında yaşadı (51yıl önce). O tarihten önce tek bir ‘Irak halkının’ adı geçerdi, açılımdan sonra kimlikler çoğaldı ve parçalanma süreci başladı….!
İşte o günden beri zavallı Irak halkı açıla açıla hiçbir şeyi kalmadı…hepsi yetmedi artık bombalarla açılmaya , hatta saçılmaya başladı..!

Dünyanın sayılı zengin ve ileri ülkeleri arsına girmeye aday Irak, şimdi sefaleti ve rezaleti yaşıyor….Ve bu açılım planları tabii dışarıda hazırlanan ve İngiliz mutfağında pişirildiği herkes tarafından anlaşıldı, ana yemek menüsü ise yine herkes tarafından bilinen böl ve yönet ( divid & rule ) ….Irak‘ a geçmiş ola…! Allah yardımcıları olsun.

Bizimkiler bilmem ders alıyorlar mı bu yanı başımızdaki komşudan ve 51 yıl önce başlarına örülen çoraplardan…!
Tarihin tekerrürden ibaret olduğunu hatırlıyorlar mı..?

Bu açılım modası başlamışken Irak Türkleri’ nin kalbi olan Kerkük’ ten haberleri var mı..? Birkaç yıl öncesine kadar kırmızı çizgilerimizin başladığı yerdi Kerkük…!
Neden ‘Kerkük Açılımı’ yok….neden…??
Çünkü sipariş üzerine hazırlanan ana yemek listesinde ‘Kerkük Açılımı’ diye bir şey yok’ ta ondan….!!
Çünkü Kerkük açılımı Türkiye deki açılımla çakışır da ondan….!!

Orhan Ketene ile Bire Birde Görüşme

4 Eylül 2009 Cuma gecesi Türkiye saati ile 22´de Kerkük saatiyle 23´te Türkmeneli Tv "Bire Bir" programında İnci Muratlı, Orhan Ketene ile bir görüşme yapacaktır.

Yurt dışından Türkmenlerin, Türkmen davasına bakışları, Batılıların Türkmenler hakkında düşünceleri, Türkmen davasının son 50 yılda vardığı durum. Zafer haftası dolayısıyla unutulan Derbent zaferi hakkında konular ele alınacaktır.

Kürtler, Tuzhurmatu'da sadece Türkmenler'in devlet dairelerinde iş bulduğunu idda etti. Kurdistanraport gazetesine konuşan bir Kürt yetkili, Tuzhurmatu ilçe sınırındaki atama kapısının "Türkmenleri kastederek" sadece bir etnik grup fertleri yüzüne açıldığını söyledi.

Gazeteye konuşan Selahattin il meclisi Kürt grubunun eski üyesi Cuma Asi, "Türkmenler'in Tuzhurmatu'daki devlet dairelerindeki oranı %45'tir. Kürtler'inki ise Kürt bölge yönetimi tarafından atanan 8 bin öğretmenle birlikte %22'dir. Kalan oran ise Araplara ait" dedi.

Tuzhurmatu ilçesinin Kürt asıllı kaymakamı Muhammet Reşit ise gazeteye yaptığı açıklamada, bu atamaları engellemek için Selahattin il ine bir dilekçe sunduklarını, dilekçede bu atamaların durdurulmasını istediklerini söyledi. Kürt kaymakam, yapılan atamaları durduracak yetkiye sahip olmadığını söyledi. Kaymakam " Bu atamaları ne ben ne de ilçe meclisi durdurabilir. Çünkü böyle bir yetkimiz yok. Diğer milletler tayinden mahrum. İlçede işe ihtiyacı olan birçok fakir var" dedi.

Bu konuda Kürt gazetesine konuşan ilçedeki Kürt partilere mensup kişiler, bu atamaların arkasında "Türkmen milletvekili Fevzi Ekrem Terzi'"yi kastederek, Sadr grubu üyesi bir Türkmen milletvekilinin bulnuduğunu söyledi.

Gazeteye konuşan bir Kürt partili "Tuzhurmatu ilçe meclisinde ve Selahattin ilinde bu atamaları defalarca engellemek istediler. Ama boşuna, çünkü o milletvekilinin Bağdat'ta çok sözü geçiyor" dedi.Kaynak: Kurdistanraport Gazetesi

TÜRKMENELİ’MİZE GERİ DÖNELİM

Avrupa ülkeleri özellikle Almanya son küresel ekonomi krizinden sonra göç ülkesi sıfatını tam olarak kazanmadan kaybetmeye başladı. Avrupa ülkeleri ne’de artık göç yolu ile gelenlerin sayıları her geçen gün azalırken, başta Almanlar olmak üzere ekonomi krizinden dolayı Almanya’yı terk edip, başka ülkelere giden Almanların sayısında da büyük artış göstermektedir. İsviçre’de en büyük yabancı grubunu Alman vatandaşları oluşturmuş bulunuyor.

Federal Alman istatistik dairesinden Elde edilen bilgilere dayanarak Son bir yılda 162 bin Alman vatandaşının ülkesini terk ederek İsviçre, Avusturya, Kanada, ABD ve Türkiye gibi ülkelere gittiğini tespit etmiştir. Aynı gelişmeyi ülkeye göçmen olarak gelen yabancılarda da görmemiz mümkün. Diğer taraftan bakıyoruz AB’ye tam üye olduktan sonra İtalyanlar, ve ardından Yunanlılar, İspanyollar ve Portekizler kendi ülkelerine geri dönmüşlerdir.

AB’ye tam üyeliği beklemeden yıllarını Avrupa’da tüketen Türk insanı da yavaş, yavaş ülkesine geri dönmeye başladı. Bu insanların büyük şehirlerde ciddi bir şekilde iş yaşamına girdiklerini ve üstün başarılar elde ettiklerini görüyoruz. Bu geri dönüşlerin bir çok nedenleri vardır. Avrupa’da artan ırkçılık, yabancı düşmanlığı ve yanı sıra ekonominin tamamıyla durgunluk içine girmesi bu konuda önemli bir faktör oluşturuyor. Benim tahminlerime göre Avrupa ülkelerinde yaklaşık 25.000 göçmen Türkmen vatandaşlarımız bulunmaktadır.

Yalnız Almanya genelinde yaklaşık 7000 yakın Türkmen bulunmaktadır. Bu göçmenlerin büyük oranda yüksek tahsilli kişilerden olaşıyor. Almanya’da yaşayan Bu insanlarımızın %44’ünün fakirlik sınırı altında yaşaması ve %30’nunu ise işsiz olması ve ya sosyal dan geçimini sağlamsı bu kitlenin Türkmenli bölgesine dönüşlerini olanaksız hale getiriyor. Irak’taki siyasi ortam Saddam öncesi ve sonrası Binlerce değerli insanlarımız topraklarını terk etmeye zorlamıştır. Az bir bölüm bu kitle insanlarımızdan şansı yüzüne gülüp gittikleri ülkelerde istikrar edip ve oranın vatandaşlığına geçip, iş yeri kurup geçimini ve geleceğini garantiye almış durumundadır.

Geri kalan kitle ne yazık işsizlik nedeni ile zor durumdalar. Özellikle genç kadınlarımız ve genç erkeklerimizin yaşamlarını ve geleceklerini derin bir şekilde etkilemektedir. Avrupa Birliği ülkeleri Irak vatandaşlarını yavaş, yavaş kaybetmeye başlıyor Almanya, Hollanda, Danimarka ve İsveç bu günlerde toplu halde Irak’lıları memleketlerine geri gönderme karar almış durumundadırlar. Irak’ın geleceğe yönelik huzura ve istikrara kavuşmasına inanarak Avrupa Türkmenleri, özellikle yüksek tahsilli insanlarımız Türkmeneli’mize geri dönüş planını ve haritasını şimdi den çizmeleri gerekmektedir.

Bu insanlara Türkmen yurdumuzun çok ihtiyacı vardır. Artık Türkmen Kardeşlerimiz için en başta Almanya olmak üzere AB ülkeleri taşı toprağı altın olan konumdan çoktan çıkmış durumda . benim kanaatimce Avrupa’da bir çok insanımızın refah düzeyinin Türkmenli bölgesinde yaşayanlarınkinden daha düşük olduğunu inanıyorum. Türkmen bölgelerinin geleceğe yönelik planlamasında geri dönen insanlarımıza yönelik olanaklar hazırlanması siyasi kuruluşlarımız başta Irak Türkmen Cephesi olmak üzere bu konuyu ele almalıdırlar.

Khabat Gazetesi : Türkmen Cephesi ve Arap grupları, Karatepe'de peşmerge istemiyor

Karatepe'de düzenlenen ortak toplantıda, bölgenin güvenliğinin korunması için peşmerge ve ABD ile Irak askerlerinden ortak bir birliğin teşkil edilmesi görüşüldü. Toplantıya katılan tüm taraflar plana evet derken sadece Türkmen Cephesi ve bir takım Arap grubu karşı çıktı.Türkmen Cephesi ve Arap gruplarının bu tavrı bölge halkını endişelendiriyor. Karatepe nahiyesi müdürü Sirvan Şükür Khabat'a yaptığı açıklamada, Türkmen Cephesi ve bir takım Arap grubunun gücün teşkiline ve söz konusu güce peşmergenin dahil edilmesine karşı çıktığını söyledi.Khabat'ın Karatepe'den hazırlamış olduğu raporunda, Karatepe sakinlerinin, 34. peşmerge tümeninin bölgede görev yapmasından yana oldukları ve Irak ordusuna güvenmedikleri ortaya çıkmıştı.

Raporda 34. peşmerge tümen komutanı Nazım Kerküki, Karatepe'nin korunması yolunda tümenin 22 "şehit" verdiğini dile getirmişti.

Kürtler gelecekte İsrail'in stratejik müttefiki olabilir. Bu da elbette imkansız bir şey değil. Her bir millet ve ülke diplomatik ve siyasi ilişki kurmakta serbesttir. Bu Kürtleri de kapsıyor. Diğer halkları ezmeye ve haklarını ihlal etmeye çalışan etrafdaki bir takım ülke, bu ilişkiyi Kürtlere reva görmezler" dedi. İsrail-Kürt Dergisi: Kürdistan'da " İsrail-Kürt" adlı bir derginin çıkmasını nasıl değerlendiriyorsunuz ?

T.Livni: Çok bahtiyarım. Bir bakıyorum, uzun yıllardır göçmen durumuna düşmüş, ülkesine dört taraftan el konulmuş bir millet bugün yarı bağımsız siyasi bir bölge sahibi olmuş durumda. Şundan eminim ki eğer ilerlemeden yana ve sanii ülkelerle ittifak kurabilirseniz çok ilerleyeceksiniz. Kuşkusuz ki "İsrail-Kürt" Dergisi, Kürt ve İsrail milletleri arasında ilişki ve dostluk kanallarından biridir. Ülkemiz İsrail'de çok sayıda Yahudi Kürt yaşıyor. Bunların Kürdistan'a gidip orada yaşama hakkı bulunuyor. Veya hak, yaşam ve kültürlerini özgürce müdafaa hakları bulunuyor.

Bu şahsi bir görüştür, insanlar arzu ettikleri istedikleri yerde yaşayabilirler, Kürdistan kentlerinde bir ömür yaşamışlarsa da. Biz Kürtlerle olan ilişkilerimizin devam etmesini ve ilerlemesini çok istiyoruz. Kürt ve Yahudiler'in birbirlerinden yakın olmayı başarabilen iki millet olduğu gerçeği yakın gelecekte net bir şekilde ortaya çıkacaktır.Kürt-İsrail ilişkilerine önem veren bir basın kuruluşunun Kürdistan'da bulunması bizim için sevinç kaynağıdır. İsrail-Kürt Dergisi: Medya merkezleri ortamında birçok kez Kürt-İsrail ilişkisinden söz ediliyor. Ancak bu ilişkiden hem İsrail hem de Kürtler tarafından resmi bir şekilde söz edilmemiştir. Sizce bunun sebepleri nelerdir ?

T.Livni: Burada bir takım iç ve dış faktüre dönmemiz lazım. Bu İsrail için eğer bu ilişikiden resmi bir şekilde söz ederse birçok sorun teşkil etmeyebilir. Ama bugüne kadar özgür bir yapıya sahip olmayan Kürtler için bu zor olabilir. Ancak bizim de yakından takip ettiğimiz seçim sürecinden sonra şundan söz edebiliriz ki Kürtler genellikle, özgür ve demokratik bir ülkeye sahip olabilecekleri güce sahiptirler.
